 New York Against Assisted Suicide found the federal Bill, "Palliative Care and Hospice Education and Training Act", to be not only controversial but also detrimental to New York State. All New Yorkers know that fraud and abuse fraud and abuse exists in every aspect of New York living,  the unfortunate consequences of residing in New York State.

A point to remind Congress,  New York is also home to the NY Stock Exchange and multitude of banking industries, where in 2008, the big news at the time was the "Big Bank Bail Out" according to Forbes Magazine. President Bush signed the $700 billion bank bailout bill on October 3, 2008. The official name of the bill that was passed and signed was the Emergency Economic Stabilization Act of 2008. The infamous bailout could not correct the major problem which was the unethical practices that were performed by unethical bankers. Much of the bailout lead to greater bonus' at Christmas time, two months following the bailout. 

New York Against Assisted Suicide urges the Senate in Congress to not pass a Bill that would grab American tax payor money and dump it into the Palliative and Hospice system that is riddled with stealth euthanasia, NY laws that lead to unethical practices and a majorly Soros funded, assisted suicide agenda. Vote "NO" on The Palliative Care and Hospice Education and Training Act, Bills H.R. 1676 and S. 693.

"New York Against Assisted Suicide adds its voice in opposition to the Palliative and Hospice Care Education and Training Act. Here's why:

HR 1676 / S. 693 Bill. 

 Palliative Care and Hospice Education and Training Act, S. 693 & H.R. 1676 (aka PaCHETA)  is a federal Bill that will increase major funds to a Medicare system. The funds will go towards schools of medicine and osteopathic medicine and many other businesses including non profit organizations that involve hospice and palliative care.  The House voted and passed this Bill with a 'voice vote' on July 23, 2018.  Only 7 days later, on July 30,  the Office of Inspector General at the HHS, published a report called "Vulnerabilities in the Medicare Hospice Program Affect Quality Care and Program Integrity: An OIG Portfolio.
The portfolio is the result of a 10 year study which showed inappropriate billing, misinformation to patients and to families, misplacement of patients into unnecessary programs without the patients'  nor families' knowledge, plus more.  The OIG report recommends: 

"Centers for Medicare & Medicaid Services (CMS) implement 15 specific actions that relate to 7 areas for improvement. CMS should strengthen the survey process—its primary tool to promote compliance—to better ensure that hospices provide beneficiaries with needed services and quality care. CMS should also seek statutory

authority to establish additional remedies for hospices with poor performance." 2018 OIG report

So what is the problem with this bill and how would it affect New York?

 The first and major problem of this bill is that the medicare system is currently rift with fraud and abuse. This is not news to New Yorkers. 1* 2* 3* 

When NYAgainstAS  viewed the Congressional Bill, the OIG report together with the knowledge of activities going on in New York, (the push for assisted suicide/euthanasia under the guise of 'palliative care') doctors who are known for their support of assisted suicide/euthanasia bills are also heads of their founding 'Palliative care' programs " the sounding alarm went off.

While many abuses and fraud already occur under the medicare and medicaid system

in New York State as well as across the nation, with millions of tax payers dollars involved, not only through the act of fraud but then also through tax money in the court system to correct and bring to justice those who commit the violations, it befuddles NY Against AS as to why the House would want to throw more money into the malfunctioning system.  The way NY Against AS sees it,  the Palliative Care system flares dangerously on both ends: on one end, by fraud and abuse through bad, dishonest citizens, while on the other end, by unethical forces that push for Assisted Suicide/Euthansia. 

New York Against Assisted Suicide urges everyone to send letters to the Senators in Congress listed below, warning them of the great danger involved with increased funding toward Palliative Care and Hospice, if the Bill is passed. Urge the Senators to instead correct the mal-functioning window of Medicare and Medicaid abuse  now.

John Virdone, Esq.  joined New York Against Assisted Suicide together with other leaders of organizations across the U.S.A and Canada for a press release outside of the NYC Legislative Building on Broadway, expressing their concerns about the AS/Euthanasia agenda saying the Bill is a bad policy.

On May 3, the hearing began @ 11am and continued to about 9:30pm.

Assembly Member Bichotte asked testifiers showing her concern for the people of her community. She appeared not to be satisfied with the answers nor explanations to her questions. (please find the transcript in the link of the entire May 3rd hearing here: May 3, 2018 NYC AS/Euthanasia Hearing

Once afternoon arrived, there were only two legislators present for the entire remaining of the day; Assembly Member Gottfried & Assembly Member Paulin, sponsor of the bill. The room was heavily packed until the later hours. Was there a good representation of legislators present to hear testimonies and will to ask questions? The answer is no.

The hearing ended with the last testifier, who was in favor of the Bill, urging NY State to pass the Bill by end of the month, May 2018. The Bill did not come up for a vote by the end of the legislative session, June 2018.

Those who are pushing for the AS/Euthanasia agenda say they will return in 2019.

~ PART 1 ~       

The May 3rd hearing was the second hearing held in New York State. The first hearing was held in the Capital of New York, Albany on April 23, 2018. NY Against AS attended both hearings. NY Against AS was surprised to learn that there were a number of leaders who oppose Assisted Suicide in New York, who applied to provide testimony but they were denied. 

Instead, the leaders were told by the office of Assemblyman Gottfried, Chairman of the Health Committee to attend on May 3rd, even though those same leaders had work conflicts. The result was a hearing that in NY Against AS's opinion, was unbalanced.  More testimonies in support of assisted suicide were given permission to present, than testimonies in opposition. More legislators heard the unbalanced-in-ratio of testimonies than the hearing in New York City. This caused an appearance to legislators and on-lookers in attendance in Albany, that there were more in support for assisted suicide than the actual truth. At any given point in time, there were about 8 legislators in attendance of the hearing.
